Reloading is a necessity, not a failure in this mission. Regularly saving is NEEDED, otherwise you WILL FAIL. There are quite some basic needs you will need to cover at the start of this mission or before attempting this mission. With the latter one you give Raff total power, still pay 1000 fee for police and have not so nice amounts of well armed robbers crawling the desert. Mission 4 can be played either through the good side (Sheppard bringing down Oswald Raff through an all out combat) or the bad side through killing Sheppard by a sniper given to you at the government building in Qubba by Oswald Raff.
